VicRoads Behaviour Change Programs
If you’ve lost your licence because of a drink or drug driving offence, VicRoads requires you to complete a Behaviour Change Program (BCP) before you can reapply.
Our programs are run by qualified counsellors and psychologists, approved by VicRoads under the Road Safety Act 1986. Sessions are practical, respectful, and designed to give you the tools you need to move forward and get your licence back.
How the Behaviour Change Program Works
During the program you will:
- Understand the reasons behind your offence.
- Explore the consequences of drink and/or drug driving.
- Develop your own plan to reduce the risk of re-offending.
- Receive referrals for extra support if needed.
At the end, if you meet the participation requirements, you’ll receive a Certificate of Completion to present to VicRoads as part of your relicensing.
Drink Driver Program
Who is it for?
This applies to you if:
- Your BAC was under 0.15.
- It was your first offence.
- No drugs were detected in your system.
What does it involve?
- Two group sessions, one week apart.
- Each session: ~3.5 hours (with a break).
- Up to 12 participants per group.
When are the next program dates?
- 24th September & 1st October – 10:00 AM (BOOKINGS CLOSED)
- 15th & 22nd October – 1:30 PM

Drug Driver Program
Who is it for?
This applies to you if:
- You were caught with illicit drugs in your system.
- It was your first offence.
What does it involve?
- Two group sessions, one week apart.
- Each session: ~3.5 hours (with a break).
- Up to 12 participants per group.
When are the next program dates?

Intensive Drink and Drug Driver Program
Who is it for?
This applies to you if:
- It was your second or subsequent drink or drug-driving offence
- Your BAC was .15 or more
- You had both alcohol and drugs in your system
- You were charged with a refusal offence for alcohol and or other drugs testing
- You were charged with driving while impaired (DWI)
- You were charged with driving under the influence (DUI)
- You were charged with a serious motor vehicle offence involving alcohol and/or other drugs e.g. culpable driving.
What does it involve?
- Four sessions: 3 x 3.5 hour sessions including break/s AND 1 x one on one counselling session with the facilitator prior to the third group session.
- The maximum number of participants in a group is 8.
To get your alcohol interlock removed:
If you’ve committed a drink-driving offence and you’re a participant in the Intensive Drink and Drug Driver Program, you will also need to complete the 2-hour Pre-Interlock Removal Program before you can have your alcohol interlock removed.

Pre-Interlock Removal Program
Who is it for?
This applies to you if:
- An alcohol interlock licence condition has been imposed; and
- Your drink-riving or alcohol related offence was one of the offences listed above that requires you to complete an Intensive Drink and Drug Driver Program prior to being relicensed; or
- You’ve been notified by VicRoads to complete this program.
This program must be completed towards the end of your required alcohol interlock period of use and prior to applying to have your alcohol interlock licence condition removed.
What does it involve?
- Two-hour group program
- The maximum number of participants in a group is 12.

The ‘Drink and Drug Driver Behaviour Change Program’ is a program approved by VicRoads under the Road Safety Act 1986. Arrow Health is one of a number of providers approved by VicRoads to deliver Drink and Drug Behaviour Change Programs.
